The lead time for ELITE (leased line) connections can vary massively depending on the complexity of the installation.
Things like is there the carrier's fibre in the termination location already from a previous tenant, are there wayleaves required, are there civils requires to provide the fibre service to the building all can add time. This is also on top of the delays it can take with the communication flows between the various contractors, our carriers and ourselves.
For Local and National ELITE services: In some cases where the Openreach fibre we're using is already installed to the same location as you requested, then this will be categorised as a 'quick-win' or CAT 1. Services can be provided usually very quickly in this case. However if services are not within the same room, but perhaps the same building or just outside in the main road, then this will be a CAT 2.1 and take slightly longer to install as the fibre tubing and routing is completed. In the worst case scenario, where no ducts and routing is possible, a service could be categorised as a CAT 3, and this will take a considerable long time. It's not usual for CAT3 orders to take over a year!
